Rabbi Yose says:
Hashem says, I did not initially give the Torah in a gloomy land, in a hidden place or in darkness. Rather I gave it in the desert, a place that is available to all. Had the Torah been given in the Land of Israel they would have told the other nations that they had no part in Torah, therefore it was given in the desert in a very public manner, so as to say that all who wish to accept should come and accept. Don't think that it was given at night, for it says, "On the third day in the morning," nor was it given quietly as it says that there were sounds and lightening. Don't think that the sound went unheard as it says that, "The voice of God is powerful." Balaam said to all those near him that God i giving strength to his people.
"I did not say to the descendants of Jacob to you I am giving it and not the nations, I came to Sinai but I also appeared in Seir."
